Why did two unrelated keywords end up in the same cluster?

Clustering here is purely word-overlap based — two phrases sharing one common word (even a loosely related one) get linked, and clusters merge transitively. On a large list this occasionally produces an over-broad cluster. Split it manually if the grouping doesn't make sense for your content plan.
